Electronic Case Records (ECR) - Cross-institutional Cooperation

Under the heading of »Integrated Medical Care« hospitals, specialists and general practitioners are discussing about better collaboration regarding the hospitalization and after treatment of patients. Main objective is to exchange information about patients more quickly and efficiently, in order to treat them as good as possible and to avoid duplicate examinations. Within the last few years, numerous, mainly smaller, regional projects concentrated on web-portals or on other bilateral forms of communication – a consistent, Germany-wide basis for cooperation did not exist.

For this reason Fraunhofer ISST was commissioned to develop a specification for data swap. This was requested by the Deutsche Krankenhausgesellschaft (DKG), who started a common initiative with the Rhön-Klinikum AG, the Asklepios Kliniken Verwaltungsgesellschaft mbH and the Sana Kliniken GmbH & Co. KGaA. Fraunhofer ISST were asked to develop a specification for cross-institutional data exchange, bearing in mind the requirements of the stationary sector. It should be created at a level that is suitable for a multitude of networking projects. Specific aims to strengthen all of the stationary sectors were obvious from the start. This was not only ensured by the participation of the DKG, but also by the fact that after the completion of the first project phase in November 2006 all specifications were made available for free via internet www.fallakte.de).

In a second project phase, the current specification was optimized together with industrial partners and validated through a pilot scheme that stretched across Germany, with ten hospital operators and more than 20 commercial partner companies taking part.

In the meantime, an association was founded the »elektronische Fallakte e.V.«. Members are the clinics which were involved in the development of the eCR. In order to promote the electronic case record nationwide, the association bundles the interests of all participants of the German healthcare system and is open for new members.

Project Duration

The project started in 2006; the electronic case record will permanently be developed further.
