Overview

The paper shows how data sovereignty and the data economy can be reconciled without sacrificing individuals’ control over their data for economic value creation. It takes a holistic perspective on data sovereignty, data economy, data rights and data ethics and identifies ten key areas of tension, including data processing, manipulation, mistrust, responsibility, anonymity and lock-in effects. Using the DaWID project as a practical context, the paper explores how data-driven value creation and sovereign data use can be combined in future data ecosystems.
