Data Trustees in the Building Sector—From Concept to Implementation
The building sector is a key driver of climate transformation and, at the same time, one of the most data-intensive sectors of the economy. Yet construction plans, permits, energy data and property data are fragmented across government agencies, property owners, banks and service providers—in incompatible formats, recorded multiple times and often inconsistent.
The current situation presents opportunities to reduce administrative burdens, clarify responsibilities and strengthen trust in data sharing.
This white paper from the BuildingTrust project outlines a practical solution: Trusted Data Ecosystems featuring a neutral data trustee and the Digital Building File (DiGA) as an owner-controlled data hub. In addition to governance, legal and architectural issues (Digital Governance Act (DGA), Data Act, General Data Protection Regulation (GDPR)), the paper presents two use cases: the voluntary donation of energy consumption data on the citizen science platform Colouring Dresden and a digitized building sales process.
